The PetroKazakhstan policy in the sphere of the industrial safety, labor protection and environment protection is the basis for determination of the goals and objectives in industrial safety, labor protection and environment (HSE and Security) and their implementation. The PKI’s priority goals in HSE and Security areas are the provision of the safe labor conditions, health protection of company’s personnel and population, living in the company’s operations area, and preservation of the favorable environment. With this aim PKOSI, PKOP and PKTH successfully implemented management systems (HSE and Security MS), complying with the international standards of environmental management ISO 14001:2004 and OHSAS 18001:2007 in the sphere of professional health and safety protection and the preparatory works on these standards implementation are currently performed in PKKR.
One of the Company’s environmental goals is implementation and operability maintenance of the international management systems. In 2010, PKOSI, PKOP and PKTH successfully finalized the supervisory audit, which confirmed compliance with HSE Management System standards ISO 14001:2004 and OHSAS 18001:2007.
Environmentally safe utilization of the associated gas, extracted by the group on its oilfields is one of the Company’s primary goals. Investing in the efficient gas utilization, PetroKazakhstan builds infrastructure projects that allow improving ecologic situation in the South-Turgai basin, at the same time creating permanent jobs for Kazakhstan citizens. The construction of two lines of Biologic ponds for the treatment of waste water were successfully completed and commissioned in 2010 at the Aryskum oilfield, where the waste water, generated at Kyzylkiya, Aryskum, Maibulak, and North-Western Kyzylkiya are treated. Daily treatment capacity is - 400 m3.
In order to reduce the impact of production processes on the environment, the company annually allocates significant assets on nature protection measures and implementation of the resource saving technologies and processes that comply with international standards. These measures, provisioned in the appropriate plan and approved by the Ministry of Environment Protection of RoK are implemented in the full volume and in the fixed deadlines.
PKOP operates in accordance with the environmental legislation of RoK and in accordance with the regulatory-permit documentation, approved by the Ministry of Environment Protection. PKOP received 2011-2012 permits on emissions into the environment on time. Also, in 2010, the new waste water accumulation pond was commissioned in Ordabasinsk district of South Kazakhstan Oblast. Return of the treated waste water into the fire fighting system allows saving equivalent fresh water, supplied from the City Water Canal in 2010.
Main Achievements in the Sphere of Safety, HSE and Security for the last year:
1. Successful HSE Management System supervisory audit on compliance with ISO 14001:2004 and OHSAS 18001:2007 was completed
2. Analysis of the potential risks at PKKR facilities was conducted; organizational-technical measures on reduction of identified risks were developed.
3. Certification of all the PKKR operational facilities on labor conditions was completed.
4. Successful implemented the project on redesign of the automobile road Kyzylorda-Kumkol project.
5. Implementation of the Operational Control Provision for the operational safety at PKKR operational facilities, quarterly monitoring of the operational control.
6. Training of the operational personnel on safety and labor protection issues, (based on the RoK Labor Code) using video materials.
7. Systematic monitoring of the routine, prior to the shift, medical check-ups by the Company’s divisions’ employees.
8. The amendments are made to all the ERPs (Emergency Response Plans) on all KAM hazardous facilities in accordance with the new industrial safety requirements.
9. The construction is completed and the waste water treatment Biopond at Aryskum oilfield is commissioned.
10. The gas turbine units No. 4 and 5 at Kumkol oilfield are constructed and commissioned.
11. The Maibulak-Aryskum crude oil pipeline on the section from 1 to 6 km was developed. The pipe leaks often occur due to the metal corrosion on this area, which leads to the oil’s accidental emission and land pollution. The Project passed necessary approval stages and in 2011 the construction works are expected.
12. The Plant’s capital repairing is performed at PKOP in 2010 without injuries and emergencies.
13. Thanks to the constant and persistent systematic interaction with the contractor, the latter prevented road traffic accidents and incidents.
14. Zero index is reached on major accidents, fires and environmental incidents with financial loss.
15. PKTH TOO received Safety Declaration.
16. Labor conditions at the PKTH were positively evaluated by the State Labor Inspection of Zhambyl Oblast based on the results of the work places labor conditions certification at the PKTH operational facilities.
17. Overhauls without injuries and emergencies at the oil bases.
18. Effective organization of the nature protection activities at PKTH facilities, constant monitoring of the environment condition, timely preventive actions on the regulatory authorities’ response.
19. In 2010 on PKTH there were no RoK Nature Protection Legislation violations registered by the nature protection regulatory authorities.
